It has been pointed out to me that the fears of many are being confirmed by the actions of our own employees. They defect by the day. Few remain faithful to our goals.

I daresay we are dissolving.

As we shrink, we are weaker against our enemies. At present, they are less the likes of Wesker and the various individuals over whom we've worried in the past; the climate of Purgatorium is changing, and we must change with it.

Our options as I see them:

1: We merge completely into ShinRa. It will strengthen our position once more and we will maintain some authority. As we have already assisted them in their efforts to create electricity, I believe ShinRa may be feeling hospitable, and it will be beneficial for them to also have a hand in justice where Purgatorium is concerned.

2. We allow the dissolve to happen. We declare we are disbanding. We go our separate ways; we, the three of us, continue ShuRa's work by infiltrating individually the current political organisations within Purgatorium. We report to each other on what is occurring within those organisations, and take action internally where it becomes necessary. A risk... but an effective one, possibly.

While I'm loathe to put it this way, we have taken a heavy blow as a result of our decisions. We no longer have the popularity or the power to sustain ourselves for much longer, and the supports beneath us are inevitably going to break.

We must do something before we damn ourselves and damn Purgatorium to the greater fascist powers that are moving in on us.
