Any dog owner of ANY breed is capable of raising a safe animal, IF the owner cares to, and there's nothing wrong with the dog. Problem is, many owners don't know how, and won't get the help they need to learn how. Or they give a half-hearted effort and quit, or they just don't care. Then again, some WANT an agressive dog.
When I was a kid, it was the German Shepherds that "would get you"; then it was the Dobies; now it's the Rotties and the Pit Bulls and the Staffordshires. This trendiness is only one indicator that it's not the breed, but the training that makes a dog aggressive, whether it's on purpose, or just done poorly, or just not there at all.
I've only ever known two dogs I couldn't trust, and both had psychological problems. One had to be put dowwn for it, but the owner of the other one thought it was "cute", and chose not to do anything about it, if you can imagine. One was a Spaniel, and the other was a mixed breed.
It's the training, or lack of it, or the poor quality of it, or mental problems in the animal, as rare as that is, not the breed.
