The Difference Engine, often claimed as an important early steampunk novel, is historical cyberpunk (written by the two arch-cyberpunks at the height of their cyberpunkiness), not steampunk as we know it.
Historical cyberpunk is reinterpreting the past as the cyberpunks wished it was. Steampunk is reinventing the future as the Victorians (etc) thought it would be.
Historical cyberpunk is more about Ada Lovelace. Steampunk is more about Herbert Wells.
