"DTE Energy officials say they are about 12 to 18 months away from deciding whether to commit to building a Fermi 3 nuclear power plant near Newport.

DTE's Douglas Gipson, who's exploring a license application for a new plant, said one of the obstacles remains the regulatory climate in Michigan.

"The one thing keeping us or Consumers Energy from building a nuclear plant is the recovery mechanism based on our regulatory system," Mr. Gipson said. "Customer Choice does not facilitate how we would recover the cost of our investment."
