It's a department of defense with a focus on preventing conflict before it arises. We use solely non-lethal force. Also, we work in tandem with the police authority aboard and do our best not to overstep our jurisdiction. Our agreement with them entails that, after a crime or conflict occurs, we are not to intervene unless asked since we're tasked with prevention, not cure. Do you need me to elaborate further?

... this is all gonna sound kinda weird, but I've been feelin' kinda stale fer a while. M'a soldier - much as I slack off, I can't help but feel uneasy when everythin's goin' smooth, so maybe I'm just over-reactin'... but the way everyone's sitting around jus' now seems kinda dangerous t'me. We don't know each other. Everybody, I mean. We know what we act like an' what we like fer breakfast, maybe each other's birthdays. But that ain't what I mean. If somethin' happens an' we don't know our enemy or each other, where's that gonna leave us?

Sorry. Don't think I explained that right. Anyway, I came t'find out what's goin' on over here so I could know what's covered and make sure I won't be steppin' on any toes if I decide t'do somethin' about how I'm feelin'. Seems like I won't be, so that's okay.

I think I can understand it. One seeks to put an end to conflict but one has no purpose if there's no conflict to end. Furthermore, there's the threat of stagnation and growing too comfortable which can lead one to be caught off-guard. One has to be pragmatic and constantly on the look out for potential threats while making sure the bonds with one's comrades doesn't weaken. I speak as someone who has fought alongside others then found their loyalties suddenly shifted right under my nose because I wasn't prudent enough.
