With memories, we lock him right back up again. Without memories... we can't do that. It'd be the same as persecuting people for the deeds they did before they arrived, and doing that would make quite a big mess. Rest assured that if that's the case, we'll be keeping a very close eye on him. Frankly, if it was completely up to me, I'd have him locked up in the tanty, memories or not, no questions asked.

I see. If he claims to be without memory, will you question him? He could certainly lie.

Of course. He will know exactly what happened the first time he was here, just in case he gets any funny ideas. Everyone will be informed. It's the only way to do things.
