Sephiroth and the remnants have returned. They were last seen in Old Midgar near the former ShinRa Headquarters. Be cautious.

.... I'm sending out troops through the city, and along the border of Edge and Midgar. This'll have to be approached carefully, or the entire city will go into a panic.

Best you keep skilled people on any patrols. Sephiroth kills indiscriminately, and he will probably take a little more pleasure in going against the WRO and/or ShinRa.

I did. Sephiroth sort of ambushed me.

Understood. Even so, the people in the city have to be kept safe- no more mass child kidnappings or random slaughter. I'll have the city evacuated before that happens. Keeping this quiet is going to be the hardest part. If it was made open that Sephiroth was back... the mass panic alone would do as much damage as he would.

I agree with you, but suddenly upping security could raise a few eyebrows as well. If he is spotted by a patrol, what will you do?

If he's spotted? ... track him. Don't engage unless he attacks first. Provide enough distraction to get the people out of the area. I don't want to throw people at him to be killed, but the civilian populace has to be protected. The chances of him deciding to just randomly kill people are low; Sephiroth was never stupid, and it'd be tactically unsound. If you have any other suggestions on what to do, I'd be glad to hear them.

... I see. Be careful- some ghosts that linger there shouldn't be awakened.

...maybe we should assemble AVALANCHE up again. Most of us are uniquely trained to know what Sephiroth can do. It was tactically unsound to knock me around in the ShinRa building too, but his arrogance seems to get the better of him sometimes.

I was simply trying to remind myself what ShinRa was like.

I think we'll have to, yes... though I don't think we every really split up in the first place. More like a hiatus in between crises. Hopefully, then, he'll continue to make tactical errors. We'll need every advantage we can get. I suppose we should have seen this coming. Are you all right?

True enough, but we have separated a little. I may cut back on the delivery service to be more available to take him on again. We could try to lure him out, but we'd have to know where he is first.

If any of you have notes on fighting tactics, I'll take them. I don't want to send the troops out unprepared. If it comes down to a confrontation, it'll be the WRO's job to keep everything clear between us and the civilians. But for AVALANCHE... we do need to keep together as tight as we can.

If you're sure. I'm betting you'll need a first aid kit restocked at Seventh Heaven. Should we meet there in the morning, or would you rather meet somewhere else? WRO headquarters is available if you need it.

Against Sephiroth? My advise is to not take him on at all, but if they have to... crowd him and limit what he can do with the range of the Masamune. He always holds back because I think he wants a challenge.

I was not injured too much. A few scraps that are almost healed already. We should meet... I have to show you something. I suppose you're busy, so maybe the WRO office?

I don't plan on initiating any sort of conflict with him, but in case it does happen... well, any advice is better than none.
