I have realized that since I have my chip in, I will be in need of a weapon in order to defend myself better. Though the only other weapon that I know how to use are knives and daggers. But having such on me will be better then to be completely defenseless. Who should I go to in order to barter for one?

There is no need to "barter". If you are in need of a weapon, speak with my father; he is in charge of inventory.

What is there to gain when things such as weapons are given out for free? Who is your father so I may contact him?

Perhaps when everything is back in order in this city, we will initiate a more structed trading system; however, things are currently given out as needed.
