Viktor was just finishing up the reorganization of the pantry when the owl found him. He'd concluded he did need to see about the market options; he had a great many beans, and not very many vegetables, and there was no meat in any cabinet.
He sent the owl to see if there were any more mice to be had and opened the letter.
Dear Viktor,
I don't think having Maire come stay with you is a good idea. Declan is a nice man, and I'm sure it will be fine. Perhaps we should wait until things have settled here some before she comes for a visit. Then you can be reassured it's fine.
Even if he doesn't like it, we can always raise her as a Muggle. She doesn't do magic of her own yet, so it isn't as though she'll miss it. She just won't ever learn.
I'll let you know when she's ready to come there.

Viktor scowled for a long moment, then cursed in Bulgarian for another. Raise her as a Muggle? How could Brenna think that would work? And not sendingher, now that he was relatively close and able to have her?
No. This wouldn't do at all. He would have to take Hermione's advice and go into Exeter to find a solicitor, unless someone local turned out to know. He probably would need both Wizarding and Muggle advice. And a lot of vocabulary not currently in his head.

He realized he had crumpled the letter and smoothed it out, setting it on the counter, then summoned a fresh sheet of parchment and a quill.

He sent the owl back--it had caught at least one more mouse, which was fine with him--and went upstairs to change his clothes for another run. It was something to do, and he was overhearing people speaking as he ran, which was always good for words.
