It would be prudent to gain more information on this City. Even more so to weed out the rubbish from the ones who would actually be of use to Aizen-sama.
The demographics of this City is highly unique and varied. I assume that a large majority of you are not from Earth.

Octava's report is mostly accurate. I have verified that almost half of Soul Society's military force is within the City; and that none of them pose as significant threats.
The shinigami substitute, Kurosaki Ichigo, is currently not dwelling within the City. However, at least one known family member is.
