It was pretty clear to me from Darkside Chronicles that Steve's body is in the hands of the Organization, which conducts tests on him and extracts the t-veronica virus from his body to create BOWs (like the one in Operation Javier). Whether they're keeping him alive or not is not clear. But if they do, well, he would make his return thanks to them. Not Wesker.
2) Where would Claire be in her life?
Working for Terra-Save like we see her in 2006. Unless something major happens, I think she'll stay with them till she finds him or something.
3) Would Chris be in the picture at all?
At that point, I don't think so. He was barely mentioned in Degeneration. I guess Claire is still in contact with him, but they're both busy with their jobs. I wouldn't see Chris showing up in another Claire/Steve game.
4) How would Steve react to seeing Claire?
I guess it will depend if he remembers her or not. I fancy the idea of him being his cocky-self and making comments about her older appearance. Or maybe being fearful of her rejecting his "reborn"-self.

Like I said before, I don't think Umbrella has anything to do with Steve, and the "brainwash" thing is really overused. I could see it happening, but it would be lame. Now, parts of my memory erased? Yeah, okay.

Of course! Even more than that! I could clearly see them stuck in an office during an outbreak or something and ending up checking out each other, and then...just making out on the desk XD (if Claire is still single at that point, but I don't think Steve would even ask XD)
7) Would Steve's eyes be a different color from their original green? If his infected body shows permanent changes, yes. I would see them the color of Alexia's eyes though, a golden shade :)
8) Would Claire still have her ponytail?
Claire without a ponytail is NOT Claire. But a scene without it would be awesome!
9) Would she be more a part of the war against bio-terrorism than just a member of TerraSave
I also think she would remain a member of Terra-Save, I don't see her as a soldier, but that doesn't make her safe from outbreaks in which she would have to fight to survive.
