The newest room mate just turned 17, acts like she is 12, stole all of my room mates alcohol, my makeup, and stays up all night.

Appantly Commons has the power to move whoever they want in, without telling the existing renters. So, now I have 2 new roommates (its a long story why the other 2 are not living here anymore), and my 3rd room mate lives with her boyfriend (too bad I don't have one to live with haha). Apparantly, I have no say in who moves into my apartment, and the only thing that I can do is lock all of my stuff in my room, according to management.

That doesn't seem right at all. So you have two random strangers move in? That seems dumb. They probably had you agree to that somewhere in the small print of your rental contract. What a bunch of jerks. Maybe you should return the favor to the new roomies and make their lives miserable. That or plant drugs in their rooms and report it haha.
