People were--... punished for accepting help before. If you gather everyone, they may think you're planning something. ['Are you sure that's a risk you want to take?']

I'm not sure if it's the best idea. But what I know is that I can't just let people be out there. They might get hurt, and I don't want that to happen. I've spoken to my Major General, and she seems to think this might work.
