Garnier had known that the patients here would be angry and foolish, vindictive to their cores in some cases - upset children at the worst - and he while he was slightly surprised to hear the boy Lavi so awake and coherent at an early hour, it was not unexpected. The explanation was a clear and simple one: the boy had not eaten the food given to him, and as such, had not been drugged.
The guard he sent to fetch Lavi was told to observe both the boy and his roommate. There had been no mention of refused food, which meant that someone was eating it, or they had found some secret way to dispose of it otherwise. He assumed the roommate was the cause, unknowingly taking what was meant for Lavi. That would foster distaste and dissension between them; perhaps he would even be able to use that against them both.
Regardless. Lavi had failed to take the medications he had been given; as such, they would have to be given forcefully. Garnier was not a fan of trying to force anyone to eat, so Lavi would simply have to suffer the herbs being brought directly into his system.
This new century had a variety of new medical tools that he had not yet been given a chance to try out, after all.
