Problems finding a commission...

I have been trying for the last few months to get a commission going that I do not have the time or skill for yet and been having massive problems in at least getting a finger point in the right direction.
So here goes I am going to a con in april 9-11 and I am supposed to dress as Von Pinn from Girl genius
If someone can point me in the direction of someone who has the time and desire to make this outfit (and I will be wearing it MANY times)
I would be really grateful. If you happen to be the person who thinks/know they can make this - because I know this is rather last minute-
I will offer to make a entire popcorn-tin of cookies for you. Any flavor. I enjoy baking and I make costumes myself so I know It can be a pain But just think of all those wonderful cookies!

Eta - It seems I am rather special. I have NEVER commissioned a costume from anyone before and did NOT mean to insult anyone. That being said the cookies were meant merely as a "bribe".
My budget that I can afford is about $650-700.
Trying for a bigger pic. it was bigger when I made so much fighting with the comp.
