That's a loaded question actually and requires careful attention if it's to be answered accurately. Make yourself comfortable -you might want to get something to drink- because I'm terrible with short answers, especially regarding such a sensitive subject.

Ready? Good, let's continue... and get the boring part over first.
To begin with, you must understand that the common name 'Eddie' is phonetically equal to the science term 'eddy.' If you were to look up the definition of each word you might find something like this:

static
stat-ic (ståt'ik) adj. At rest; quiescent;
dormant; not active, moving, or changing.

eddy:
ed-dy (ed'é) n. pl.›dies 1. A backward-circling current of water or air; a whirlpool.
2. Figuratively, a turning aside or departure from the main current of thought or life.

Therefore the name is actually a play on words, a seeming contradiction of terms. But the clever mind could imagine that a static-eddy is a lot of untapped energy in one place. In science this is called 'potential energy.' A good example of potential energy is a compressed spring.
Like such springs, Static Eddie(s) have tons of potential energy waiting to be released (and this is why Static Eddie's symbol is a coiled spring or a spiral, and spirals are ancient magical symbols, but we'll get into that later if you're interested).
The Key is, how to tap into that dormant energy?

But first, let's re-address your question.

Who IS Static Eddie?
Good question, however, the more appropriate query might be: "Who is Static Eddie NOW?"

You see, Static Eddie isn't -and shouldn't be- any one individual...at least not for long. For the most part, potential energy should be tapped into and released turing it into kinetic energy!

Generally speaking, Static Eddie is the incarnation of an idea. A conceptual title passed on from one lifeform to the next, or from one character to another, as each of them discover how best to tap their potential energy. Notably, just as there are many springs in a mattress, multiple Static Eddies coexist at the same time. And in keeping within the seemingly contradictory nature, the name Static Eddie isn't restricted to gender, because Eddie is an ambiguous nickname.

Having explained this, I feel it's safe to return to the question of 'Who IS Static Eddie?'

My first encounter with an incarnation of Static Eddie was in 1984 while I was attending a school for juvenile delinquents. This particular Static Eddie arrived in the form of a wild stallion. Please understand, I'm not being poetic when I say that he was a 'wild stallion.' I mean it quite literally; he was an 'unbroken' horse, a lovely, chocolate and caramel colored colt. Unfortunately, I don't have a photo of him, but I do have a picture of the nameplate on his stall (ref. exhibit A). Seeing this magnificent, energetic animal, confined to a small wooden stall, I understood immediately what his name implied.

The next incarnation I encountered was a small, lop-eared rabbit known for his love of chasing cats, and who incidentally shared the same rich color pattern as Static Eddie the Horse. Rabbits are generally known to be spring-loaded creatures, so I'm sure you can appreciate the appropriateness of his title.

Many years later, upon my introduction to the internet and long after Static Eddie the Rabbit had vanished, I adopted the title as my online presence (or 'code name' as you put it). I felt Static Eddie was an appropriate title for a person who spends a lot time seated in one place, filling their mind with information but rarely using it. As the years passed however, I realized the significance of the title meant much more to me on personal levels. I've always known what I wanted to do (tell stories through words and imagery), but figuring out how to achieve it alluded me. For nearly three decades I've known I wanted to be an animator, but I did little to pursue that goal and it wasn't until three years ago (2004) that an opportunity presented itself (in the form of a friend). Whatever you wish to call the power directing that opportunity, it tapped into my potential and unleashed some of the energy which had been building.
Did I fully use all of that stored energy to the best of my ability? Not hardly...
While an opportunity may have presented itself, it's still the spring's job to release and finding the means to do that isn't always easy. But find it we must... and inspiration is a great accelerant.
Thus I retain the title, and currently represent an incarnation of Static Eddie. One in a web of Static Eddie(s). Just how long that lineage is precisely, I could not tell you, but we must assume they've been around as long as the words which define them... maybe longer.

At present, I'm only aware of two other Static Eddies in existence (though I strongly suspect there are anonymous multitudes).

One of them is a soft spoken, shy farm boy from the American Midwest, born around the year 2053. He became fascinated by pyrotechnics after accidentally blowing up a grain silo one summer and went on to pursue a career in demolitions. Unfortunately, he wasn't cut out for military training and learned most of his trade working as a mercenary in the city. Despite his pleasant demeanor, he's a very dangerous person to work with. (Explosives are symbolic of that same, sudden energy release.)

The other incarnation won't appear until after the year 2400 and his birth name is Eddie Quesentia. He's is an info-merchant, and the captain of a small, interstellar ship called the Nepenthe, working on the Verge of our Galaxy. The enigmatic, six-foot six-inch, albino spends most of his time collecting, transporting and selling valuable information -whether it be in the form of sensitive computer data or gossip found in bars. Care to guess what symbol he painted on the outside of his ship?
A spiral galaxy formed together to look like the letters "S" and "e."
(Likewise, information could be compared to a spring-loaded mechanism, releasing a great deal of energy with the right stimulus.)
