I can see why the translators of Hetalia strips say that the script is hard to read; I was toying with the idea of maybe translating/scanlating this but I ran into a lot of hurdles with the unintelligible kanji and got lazy. That, and I just suck at translating in general.
ANYWAY kameko_87 fellow FRUK devotee possibly only other person interested in this it's basically Francis asking Arthur to marry him, and trying to force him to sign the marriage license (?). And of course he fails. D:

Arthur: TODAY IS NOT APRIL FOOL'S DAY.
(insert much dithering about checking the calendar etc, ARTHURRR SIGN HERE, something about Suez canal, and the last part that I don't quite get except France telling himself "it's ok IT'S OK".)

Then chikotori got me started on watching silly Youtube videos.
They're mostly different-language versions of Disney songs. I quite like the Japanese version of Aladdin's One Jump Ahead:

Oh also here's Mitsuhide singing some Backstreet Boys song which I found very amusing.
This last one is somewhat horrifying. But I foresee a bright, shining future for the members of the student union of the London School of Economics and Political Science.
