Resilient Housing?

There's an interesting community in Florida that's experimenting with ways of building a community of homes that will remain functional even after a hurricane. This involves much heavier construction than is typical for single-family homes, as well as installing solar panels and battery banks to ensure electricity remains available (during good weather, surplus electricity is sold to the power company, so it's not wasted if the batteries are fully charged).

However, the increased cost of building such housing may well make it prohibitive for the very people it's aimed at -- and having the first floor of living quarters above the garage means it's only available for the able-bodied, which would make aging-in-place difficult for aging homeowners whose homes are their primary investment and store of wealth.
