Portugal, I feel, should be a man based on the Spanish-Portuguese relationship. Historically speaking, their relationship translated into Hetalia would be one similar to England, and France's (only one of them is a special idiot) and it's hard to picture easy-going, chivalrous Spain fighting with Portugal like a dog, and a cat if Portugal wasn't a man like him.
But then, that first female design is stunning, and I love it. England also suits having a beautiful woman on his arm well too, because in some ways, I see him as being rather gallant with the ladies.
I feel that Portugal may be made a woman though simply due to the fact that it'd be throwing a major female character in there to balance the male characters better.
I wouldn't be sad if Port ended up a lady- especially not the first-- BUT...I just don't see the nation of Portugal fitting a woman character as well as a man character.
Personally, I think I'm sold on Spain-a-like, because it has real potential for funny, both in canon, and fanworks.
