It's really quite amazing to read through these Supreme Court cases and watch them completely eviscerate NEPA to the point of uselessness. It was intended in the 1970s to get the Federal Government to be more aware of their effects on the environment and change their actions to be more responsible. But yeah, I would be surprised if a bit of corruption and monies (which are kind of the same thing) WASN'T involved.
