There's some truth there- although they are painting everything with a very broad brush. While many charter schools have problems, many also have done excellent work- even with high risk kids. And, Teach for America has done a lot of good as well.
It is very 'broad strokes'. I've seen something similar using dentists instead of doctors and that was very generalized as well. And of course you're going to run into a lot of the problems you have when you do that sort of generalizing. I just appreciate that someone is pointing out - even if it is with broad hyperbole - that teachers' pay/job security/whatever being dependent on students' test performances is kind of a ridiculous way to go about things. And illustrating it in such a way underscores that ridiculousness.
