very mysterious
I was looking around the change dot gov website and found the following:

I got to these paragraphs by entering a zipcode on the very upper right hand corner of the page. It took me to some sort of sign up page, but I don't know what for, and those mysterious messages. If I had to guess, I'd say it looks like Latin, but I couldn't say for sure. The online translaters only give me a few words here and there which only adds to my confusion.
What's going on? Can anyone make any sense of this?
