Your quote is from John (8:7). But you have it a little wrong.
John (8:7, 10-11)
7 "He who is without sin among you, let him throw a stone at her first."

10 When Jesus had raised Himself up and saw no one but the woman, He said to her, "Woman, where are those accusers of yours? Has no one condemned you?" 11 She said, "No Lord." and Jesus said, "Neither do I condem you; go and sin no more."

Jesus did not begin throwing stones and this can also relate to what you said about judging, you say that God is judging through you? That's what the scribes and the Pharisees thought as well when they brought this woman before Jesus. But he forgave her of sin.

Romans (13:8-10)
8 Owe no one anything except to love one another, for he who loves another has fufilled the law.

You seem to not get what i'm trying to do. Jesus told them to sin no more. He would have condemned them if they had sinned again. These people are all sinners and will continue to sin. They will only stop sinning if they fear God. I am what will make them fear God
