Helsinki is back, after a small reprieve from HQ to go back to his home city and check things out. All was going well, in fact, stunningly well. The usually frowning Finnish city is smiling to himself as he takes a walk around HQ - bundled up tightly in his jacket as he reads his Finnish newspaper, going over everything that's going on back at home. He's proud to be the leader of the least corrupt country in the European Union, as well as the number one country on the health and wealth index. Of course, he was trying everything he could to make sure that his country was as perfect as possible - being as completely OCD as he is - but to have it reaffirmed that his efforts actually worked?
Well, obviously he's more than smug. Feel free to approach the Finnish city, since he's actually in a very good mood for once!
