Actually -- having been there and seen it for myself- it's not entirely rediculous. Mind u it was a few years ago now- god help them if they've actually managed to get worse.
Try it yourself- next time u put ur pants on- wear them UNDER ur butt. Like that part there where ur butt turns into leg- that's where the top of ur pants should be. I kid u not that's how stupidly low they wear them and if u have a slit in the front of ur boxers- you are risking SERIOUS exposure. It just looked idiotic. We wanted to take photos but a gang of guys standing on street corners in New Orleans don't exactly look like they'd be open to the prospect of being the subject of tourist happy snaps.
U can liken it to Taliban and ur other oppresive fanatic groups but essentially it's an idiot rule that has to be enforced due to an idiot public. It's like sexual harassment laws- in the sexual harassment panda episode - one of the south park kids ... Kyle I think ... likens sexual harassment codes to fascsism ... and it's true. But sometimes limits must be set I guess!
