The City. It's described as pandimensional because everyone comes from different dimensions, worlds, universes, etcetera. Which makes sense, because there are people from dimensions that I didn't even know-- [Wait. Stop.] I'm, sorry. I'm ranting now.

That's what it is, in an essence. There's really no better way to describe it, except maybe as an interdimensional crossroads. You know, a place where all the different dimensions just happen to meet, and people get trapped here. Both are possible.
