Since my head doesn't hurt anymore...
I just spent far too long talking with Optimum tech support about my land line, which was not dialing out and not ringing when calls were received. The one thing he didn't say? Power cycle the phone itself. I unplugged the phone, and after plugging it in 10 seconds later, everything worked. I guess that when there are not headaches, there is always facepalm.
