"Plainclothes police chased a man in a thick coat through a subway station, wrestled him to the floor of a train car and shot him to death in front of stunned commuters Friday, witnesses said."

Pardon me for being naive, but can someone please explain to me why it was necessary to kill him if they'd already managed to wrestle him to the ground?
