Three over charges the circuits. It's explosion could have killed a gathering of people in a 20 foot radius and knocked out all electrical devices in 20 yards. You got a few seconds to throw it if you accidentally turn it to three.
You--don't think I'm so foolish as to use that unless absolutely necessary, do you, Robo? I don't experiment with things that are one-use only. Unless I have multiple copies of them.
In fact, I'm unlikely to use this myself unless needed -- I'm aware of the dangers involved, and, ah, there might come a time when it was necessary and I couldn't jury-rig it to explode quickly enough, whereas if I did want to explode it without that setting for some reason I could always short-circuit it to a battery and --

...Well, that's a strange question to ask. No, but then again, the use of electricity in executions is falling out of favor as it is believed to be inhumane by some, so the primary chance is with high voltage cables and poor decisions.
