Hmm. I should be studying for the finals I have today... However, I have a few thoughts on this, so I'll share.
I think there are more than 10,000. I think that's the number that the got off planet. And they weren't all on the Enterprise, otherwise no one could have moved about on the ship, the halls would have been full of Vulcans.
There are others out there, but I have always seen the Vulcans as a somewhat insular species. Yes, you see them, but not too often. So there are more of them out there, but not a whole lot.
IDIC is a wonderful concept, yet when faced with something that does not conform to Vulcan standards/ethics, they reject it. IDIC is great in theory, but they suck at its practice.
I think that they would start up a hard-core breeding program. When a species here on earth falls into the endangered species category (that golden number of 10,000), we have taken steps to ensure that they survive. It seems entirely logical to me that a sentient species, facing extinction, would instigate a breeding program to try to rebuild their numbers as rapidly as possible. It's logical. Yes, there are alternatives, such as Romulans, but how many Vulcans would be willing to breed with members of the same species that put them in this position? True, Nero was acting solo & was mad, but you have to wonder.
