Or, in a similar albeit slightly skewed theory, we receive that energy and convert it into something that realizes our immediate desires. The city receives it as well, but processes it in it's own way, resulting in all of the automatic, magical guidelines this place has.

I'd find it more interesting to see how much the inhabitants affect the city, rather than the other way around.

But for now, I'll go with Occam's Razor.
I've been thinking. It's hard not to wish here, isn't it? What might occur were all residents to cease wishing? Maybe the city feeds off it. So much so that it changes itself on occasion to resemble those wishes. Perhaps there's a connection between the eclipse and what's going on now. Maybe the eclipse made the city sick.
That's assuming there's some sort of sentience, which I'll admit, I'm strongly inclined to believe.

A psychological illness of sorts, possibly. Or even just the law of the conservation of energy. Granting wishes must take up some amount of effort on the city's part.
Or even, on a less scientific note, some kind of emotional investment.
