[Have Rose. She's currently laying in front of the library, head propped up on a purple velvet pillow. A stack of books lays next to her, rather large. It's obvious she's been reading for a while, still with a lot left to do.

Considering the city's more...dynamic tendencies, it wouldn't be too much of a stress to assume that the contents of its library shifts to accommodate those changes each time.

That's probably a good guess. As far as I can tell, the city has been acting just a bit uncharacteristically recently. Between the eclipse and the current half-done state of everyone's wishes.

[Her head tilts up slightly as she begins talking.] The eclipse gave me a theory that the wishes come from the sun, rather than the land itself. Or perhaps that the sun emits certain energy, the city acts as a receiver and uses that power for all of the existing magical conditions.

Or, in a similar albeit slightly skewed theory, we receive that energy and convert it into something that realizes our immediate desires. The city receives it as well, but processes it in it's own way, resulting in all of the automatic, magical guidelines this place has.

In the first theory, if the sun were the source, then the wishes would not work as well at night as they do during the day. Since that isn't usually the case, even in an eclipse, the sun could still be considered to be present.

I'd find it more interesting to see how much the inhabitants affect the city, rather than the other way around.

[She cups her chin, considering.] Yeah, I figured that as well, but I'm trying to discount as few possibilities as possible.

But for now, I'll go with Occam's Razor.

I've been thinking. It's hard not to wish here, isn't it? What might occur were all residents to cease wishing? Maybe the city feeds off it. So much so that it changes itself on occasion to resemble those wishes. Perhaps there's a connection between the eclipse and what's going on now. Maybe the eclipse made the city sick.

That's assuming there's some sort of sentience, which I'll admit, I'm strongly inclined to believe.

The concept that knowledge of the possibility leads almost automatically to the implementation, you mean?

A psychological illness of sorts, possibly. Or even just the law of the conservation of energy. Granting wishes must take up some amount of effort on the city's part.

Or even, on a less scientific note, some kind of emotional investment.
