[Anyone passing through the Metropolis district may find themselves drawn to a new notice on the message board. It is fairly large and legible, and viewable for all to see.]
The run-ins people have had so far with the Locals. This is their home, not ours. I'm under the distinct impression that as long as they're in control of our surroundings, we'll be playing by their rules, like it or not.

Not to say I don't think it's a wise idea. Too many hot tempers, and too many destructive talents in one small area?
