If the city is going to give something, why should he not do all that he can with it? It could be that this has some special property that will help his wish work all the better, as one of the strange offerings of Splendor itself.
Surely, this will be worth suffering any ill effects, if this is the only token he might create through something of his own care... Something of Splendor and himself, that seems most fitting for this. The city owes something, but not to him.
