How delightful! It is just like the Tamaranean festival of Gloc'Rol! It is a joyous celebration where small children practice their ability to maneuver while airborne and catch delicious treats!

Not in the same way you are. I was out playing earlier and got covered in the paint, but I didn't eat any of it. Paint isn't supposed to be eaten. It's toxic stuff.

Gloc-a-what's? Those are just bubbles. Really, really big paint filled bubbles.

Usually bubbles are just for fun, especially with little kids. They like to chase them around and try to pop them. Sometimes stores will set up a bubble blowing machine outside to attract attention. These though... I think the city made these for fun? I'm not really sure. Bubbles usually don't have paint inside of them.
