Earlier, Rion had wished that he be... well, better at talking to people, more attractive personality-wise, and more competent. Unfortunately, the choice of language he used to wish for this may have been unclear, and the City opted to grant his wish in a way that was not conductive to what he wanted.
Feel free to ask him, though, why there appear to be a few bits of metal attached to him, around his coat and the thick pair of pants he has on and everything, as if stuck to him. He doesn't seem particularly happy about it, but maybe he'll explain what's going on.
