Translation: author-side editable websites, where you the designer controls what the user can edit and cannot. Just like playing with your social apps & blogs
Free now, before they make you pay for it later (my guess is it becomes a paid plug-in like InCopy or a free add-on in future CS versions).
I've known or worked with various companies that have been programming their own versions of this kind of flexibility for years (and this is what gave us fun CSS blogging), but to be able to control it from the designer's side, yet relinquish control of time-consuming updates to the author side, all under the new and vastly improved Dreamweaver? I'm about to fall over with glee. Finally!!!! That is, if it does what it says it does.
