http://perastholidayrental.com/ At 1.5 hour cheap bus ride from Dubrovnik, Croatia to the smallest, newest country in the world, and the view is startling. I did not make it to the Bay of Kotor on my trip last year though I wish I had.
I share because it is so affordable and convenient: you can get non-stop flights from NYC to Split, or decent 1-stops from Bos-Ireland-Dubrovnik, or a host of other routes. A short city stay in Croatia followed by a mellow, quaint rest in Perast for a week would make for an amazing (and cheap!) trip. (English is spoken widely enough in southern Croatia that its not a huge issue, though I'm not 100% on its neighbor.)
If you want to stay with/among locals, I only know about Croatia, but could recommend some great folks/locations there.
