Whether or not she dislikes you is hardly the authorities concern. If you can't control the animal, then you're doubtless lacking the right to retain your license.

Only, no. She gets burdened with other people's paper work all the time because they can't do a good job of it, so she's getting some kind of odd pleasure in giving someone else a hard time. She'll feel bad about it later. )
