They aren't able to look into his computer activity as that's the Police's job - as in criminal investigation. Social services have supportive rather than enforcing powers. For stuff like that we need the courts or Police. However, thry obviously have a role to protect kids so...

They could speak with the new wife and children - to try and figure out if anything is going on. However they would be reluctant to do so without a specific allegation as the conversation itself is quite traumatic for kids...
We, in adult protection, act on anonymous information when it comes in. It's more difficult but we're obligated to check it out. They could at least check things out with the school etc. if they didn't think there was enough to go interviewing the kids.

That said, Spike, I completely understand your position on this. Your sister, your family, is your priority - which is as it should be. It's a wonderful thing to have people in your life who will support you no matter what. Your sister is lucky to have you.
I hope that, if she does decide to keep talking to the Police, that they put her through to the Sapphire Unit as they are specialists and generally more sympathetic.
