That's a definite. You don't hear about any of the TVXQ members suffering in car accidents or having to move from one place to another because of their fans stalking where they live in Japan. It's not like all Japanese fans go to FAN101 in order to learn the "rules" that needs to be followed. Even the anonymous journalist said that there is this "unwritten rule" that everyone knows and abides to. It's strange how Korean fans can't seem to wrap their heads around that. Mysterious!
