They didn't have my answer for the dog one. I would (and do!) look carefully at strays for collars and tags. If I see tags, I call it over and see if I can safely get close enough to look to see if there's a phone number. If I can, and if there is, I call the owner.
I ended up with "call it over," because that's part of what I do. If there are tags.
In my entire life, I've seen an i.d. tag that tells how to get in touch with the owner *once.* FWIW.
