Yes, during New Year's. A lot of people (myself included) started sparkling after midnight.

Well, less literal rainbows at least. Those sparkles didn't seem to have any rhyme or reason as far as colours went.

No, I doubt it. People are confessing to having participated in the campus's little makeover on Professor Dumbledore's post, after all.
