So initially Tommy just thought Pinky was dumb. Harmless and empty-headed, kind of amusingly spastic. THEN SHIT WENT DOWN.
When Tommy showed up in camp Pinky was...still on hiatus, I think? In any case he wasn't really aware of Pinky's existence in any way beyond Eiri warning him that there was a pink haired idiot who knew his secret identity. Nobody mentioned that said idiot was Eiri's boyfriend. So in Tommy's perception he's just a guy who lives with them probably even though he's kinda not around so whatever.
THEN THE AUCTION.
Pinky lost big points all on his own by trying to BUY Eiri. Tommy has a real problem with the concept of putting a monetary value on a person as though they're an object. Then he lost more of them by not realizing that Eiri was really not okay with that. Tommy's okay with ignoring people's feelings...well. A lot of the time. But if they're people you like then probably you should at least pretend to care. He decided he didn't want Pinky to win before he found out that Pinky and Eiri are actually dating. When he did find that out, he was really positively sure about this. Normally Tommy wouldn't be so protective of anybody, but Eiri has basically been...way nicer to Tommy than he needed to be, and also accomodating, and has basically given indications that he actually likes Tommy, which is kind of weird and also kind of a deal in Tommy's head. So people who treat Eiri badly are going on Tommy's shit list, and...yeah, Pinky's there. Plus being thoughtless on that epic sort of level makes Tommy fear for his identity (which it is more important for him to protect than it was for the original, who hadn't been through CW). He doesn't really like that Pinky knows about him, especially because he doesn't know how much it is he knows.
What does Pinky think of this Tommy vs the original so far?
