Jonah had left work early, he had a (small) gift neatly wrapped and sitting on the table, and he was trying to make sure dinner would be done by the time Peg would be over. He was hoping to surprise her, since they'd not talked about the fact it was her birthday or whether they would be doing anything or if anything was even expected of him. He assumed she would have insisted against anything, so he didn't tell her.
