Subject: Raccoon City incident
Re: bio-hazard

On October 23, 1998, there was a class one bio-hazerdous outbreak in Raccoon City, Colorado. The actual cause of the outbreak is still undetermined, but it is believed it has to do with the reopening of the Raccoon City underground facility, code named The Hive, and the attack on William Birkin, who had become infected with the G-Virus. To stop the spread of infection, the entire city was quarantined by the Umbrella Biohazard Counter-measure Service. The operation was headed by Major Timothy Cain, who tragically became one of the several million casualties caused by the outbreak. On the positive side, several positive things happened from the outbreak. The Nemesis and Alice programs were successfully tested, along with the prototype Rail Gun, for use in the suppression of large scale B.O.W.s. Special Agent Hunk was instrumental in retrieving a sample of the G-Virus from Dr. Birkin's lab. We also discovered that former Supervisor Albert Wesker is still alive, and in the employ of HCF, our corporate rivals. Raccoon City was destroyed by order of the U.S. President on September 12, two weeks after the outbreak occurred. It is unknown at this time how this will affect the Umbrella Corporation, however.
