Require all trials to begin within 1 year of the date of arrest. Any appeals must be addressed within 1 year for each level of appeal.

Let's not have any more of those 20 year appeals processes. It there was an error law committed in the trial, it should be apparent fairly quickly. I'm sure there are no lack of quialified persons to do the work. We have lawyers out the ying-yang.

Lawsuit judgments should be limited to actual damages only. If punative measures are required, it should be addressed as a criminal case.
And most importantly: Loser pays court costs for both loser and winner.

VIII
Cruel and unusual are subjective. Those convicted of crime should be put on state sponsored work programs any wages earned shall be divided between the cost of imprisonement and restitution of the victim. Duration of imprisonment should be determined by the amount of time it takes for restitution to be paid augmented by prisoner capability and competence.

Any responsibility assigned to the United States in which the United States fails to meet, said responsibility can be taken up by the individual states within each state.
