Mukuro specializes in illusions as well as possession. Taking over him would mean meeting his goal, which is to destroy the mafia.

We don't interfere, for the most part- unless that's the only option left. Tsuna is capable enough to keep him at bay.

This is between Tsuna and Mukuro. We will not interfere if it's not needed. If he requires assistance, by all means.

But Tsuna has done it once, and he can very well, especially now, do it again, must he stop Mukuro if anything were to happen. Does that make more sense?
