He was keyed-up pretty badly to the point of evaporating right before showing up in Axiom and also can't Portal out of town. However, he can't figure out why he is in what seems to be in his definition of freekin' Heaven when he knows for sure he does not deserve it.
Just in case, he'll continue to do his normal job of scouting, chatting, researching, manipulating - although since he can't leave nor communicate outside the city, his actual policies will probably become a little lax.

"Family" to him is anyone who has a similiar goal - but since almost all of the Organization members have already been killed off, and are not present in any case, there's not much here for him…unless he latches on to Namine, or perhaps to someone else that can recognize him and remember him - as faith in his existence solidifies his actual being (so quantum.) Since most (organic) people naturally forget, it's possible that a mech can keep him in their memory. He's going to need someone filling this function from a sheer survival standpoint, since it is very difficult for a Nobody to continually remember himself by himself for extended periods of time.

Yeeeeah. Xigbar doesn't do friends. Not "real" friends. He'll be using you. Don't take it personally, though. Just so you know. But you might get something out of it, too - if you even remember him afterwards. On the surface, he'll be very sociable and quirky, and can probably find some common ground with just about anybody. He is knowledgable in many geeky pursuits, digs shooting around some and is reasonably keen on ice cream.

I would imagine he can actually still see unicorns - that is, anything he may or may not have done as a Nobody doesn't count anyway since he can't physically be…um, physical. (What a cheater.) Also, he's an amiable flirt out of habit and training; he doesn't mean any of it because he can't, having no ability to process emotional responses - but he absolutely would not be above using intimacy as currency or leverage. In his normal form, he can't have a bond or even actually care, so the partner in question would have to not mind that they couldn't give anything back to him (unless, perhaps, they were equally a non-being.) That being said, the poor guy has been stuck cycling non-stop through Disney universes for the past decade…so hopefully, he'll get some…milage out of the jet body while he's got it.

In general interactions, he's always going to be fanatically pro-Megatron/Decepticons and will not get tired of defending his stance - so for debates that will ensue with persons of an opposite disposition, please just have them go along with it to shut him up, terminate contact &/or punch him…otherwise the banter will never end. I like a little banter, but I can't keep up writing it indefinitely in one single scene. O_o

He will not hide "what" he is, if asked directly - but I think I would prefer if his (lack of) moral alignment stayed ambiguous. He won't be advertising what he's doing with his days to anyone, so don't assume he's necessarily doing bad-guy stuff (which, he might not necessarily be doing.) Also, if he ever gets his heart/a heart/some kind of programming facsimile - which I do not mind - I think he'd go a little crazy/emo/??! due to all those years of Final Fantasy level tramua that have been pent up. All of his past experiences will hit him pretty hard if translated into emotions all at once.

Actually, Lugnut will be floored to meet a Starscream that isn't an afthat.
...Oh, & also, not sure if you were aware of this set-up - but, despite knowing of alternate universes and seeker clones, Lugnut cannot process the concept that there are different Megatrons. He still thinks Magnum is his Megatron (the Malgian), and has also confused the Tyran one for him as well. It's not like he can't notice the physical differences, but he just doesn't register it as weird.
So...if this quirk could perhaps be used in setting up a plot...?
