Well, I don't think technology is really their problem. I think their problem is more substantial than the medium through which they choose to convey their message...but if they think this will energize an aging voter base, more power to them. I mean, let's face it, younger voters do tend to be liberal, and the circles of youth, tech-savvyness, and liberal have a high degree of overlap.
Also, do they know just how awkward it is to leverage a social network to promote a candidate? That's not what social networks are for...! I think Twitter counts as a social network, btw. I'm going to have to put this into better words at some point...
