Simply a misjudged situation. It's difficult to figure out what these bodies are capable of--or in this case, incapable of.

Oh, of course. Only very crude ones here, but there are enough materials to do the trick.

We will make them run. We will make them panic and wonder and they will realize that there are threats in this city.

A race against the time, Master. A game where they would realize how weak and foolish people can be. A game where they would choose between their honor and their survival.

[The Master can't help but grin, clasping his hands together. While he usually loathes working with others--he's always been loner--he's never quite met anyone like Moriarty before. This is a mind unlike any other human's, and someone who while not equal to him, was closer than the others.]

It sounds absolutely lovely. They're quite aware that there are threats in the city, but it's so much fun to remind them of it, especially when they're at their weakest. I do so love games, especially the more risky ones.
